RON95 Subsidy: SKPS Registration Now Open for Transport Sector

Registration for SKPS began Sept 15. Eligible public and goods transport operators in Malaysia can now apply online for subsidised RON95 fuel.

KPDN: SKPS Implementation Is Based on SKDS’ Success

The Ministry of Domestic Trade and Cost of Living (KPDN) has announced that the registration for the Subsidised Petrol Control System (SKPS) has already opened, beginning from September 15, 2025. According to the announcement, both the public and goods land transport companies are allowed to apply for access to subsidised RON95 petrol fuel.

While the Ministry of Finance is in charge of implementing the rationalisation of RON95 petrol subsidies, KPDN was tasked to regulate the subsidy distribution mechanism. The scheme covers a wide range of vehicles.

On the public transport side, this includes taxis, rental cars, school buses, ambulances, fire & rescue units, feeder buses, stage buses, and minibuses. On the goods transport side, the system includes panel vans, window vans, semi panel vans, food catering lorries, food catering vans, mobile service rigid vans, as well as rigid lorries carrying general cargo, luton/box, refrigerated goods, animals, and agricultural produce.

To qualify for the SKPS, a company must be registered in Malaysia, own the vehicles, have valid road tax for the vehicles, and have the vehicles listed in the eligible categories.

When the subsidy scheme finally takes place, the purchase of subsidised RON95 petrol by the registered companies will use a Fleet Card. According to KPDN, the use of the Fleet Card “can improve regulatory efficiency in subsidy distribution and reduce the risk of leakage and fuel smuggling” and is based on “the effectiveness of the Subsidised Diesel Control System (SKDS), which was implemented in 2024.”

After a successful registration for SKPS, a company must immediately apply for a Fleet Card from their chosen oil company (PETRONAS, Shell, Petron, or Caltex) by submitting the Approval Letter and Vehicle List document, which can be printed from SKPS. Each transport company can choose up to three oil companies. Meanwhile, the aforementioned oil companies can also develop their own digital cards via their respective applications.
