JPJ: 92% of Commercial Vehicles Yet to Verify SLD

Speed Limitation Device (SLD) rules now enforced, but 92% of commercial vehicles remain non-compliant, prompting JPJ inspections and issuance of notices.

No Compromise Will Be Given – JPJ

As of October 2, 2025, a total of 92 per cent, or 100,675 units, of commercial vehicles and buses have yet to verify the use of Speed Limitation Devices (SLD) following the enforcement of the regulation on October 1.

Senior Director of Enforcement at the Road Transport Department (JPJ), YBhg. Dato’ Muhammad Kifli Ma Hassan said only 8,130 vehicles had complied with the requirement to date. This figure comprises 513 express buses, 290 tour buses, and 7,227 goods vehicles, according to a statement reported by Bernama.

“Of the 108,805 vehicles targeted in the first phase, 2,015 express buses, 5,951 tour buses and 92,709 goods vehicles have yet to submit verification,” he said.

In the first three days of enforcement, JPJ conducted inspections on 2,180 vehicles. Out of these, 385 vehicles, including 144 express buses and 221 goods vehicles, were found to be in violation for failing to present the SLD functionality verification slip.

The regulation applies to commercial vehicles manufactured after January 1, 2015, specifically express and tour buses with a gross vehicle weight (GVW) exceeding 5,000 kg, and goods vehicles with a GVW over 3,500 kg.

Muhammad Kifli emphasised that installation, configuration, and activation of the devices must be certified by a JPJ-recognised body, which will issue an official verification slip and report.

“Only authorised entities, including vehicle manufacturers, JPJ-recognised Technical Services, approved workshops, or service facilities, and certification bodies accredited by the Department of Standards Malaysia (JSM), may issue these documents,” he reiterated.

The slip must be presented during inspections at Computerised Vehicle Inspection Centres (PUSPAKOM), or shown when renewing permits with the Land Public Transport Agency (APAD) or the Commercial Vehicle Licensing Board (CVLB). Vehicle owners are required to keep the verification slip in the vehicle at all times and renew it every two years.

No compromise will be given after October 1, 2025. Notice 114 (interview call) shall be issued to any vehicle owner who fails to comply with this regulation,” Muhammad Kifli stated in JPJ’s official release.

JPJ has also rejected excuses commonly cited for delays, such as limited time or difficulties securing a verification slot, reiterating that compliance is mandatory for all targeted vehicles.
