JPJ increases inspections to curb the use of non-compliant retro-reflective products on heavy vehicles across Malaysia.
Retro-Reflective Devices Must Be Certified – JPJ
The Road Transport Department (JPJ) has expressed concern over the low level of compliance with regulations on the use of retro-reflective devices among commercial vehicles, particularly heavy vehicles governed under Malaysian and international standards.
According to JPJ‘s official statement, heavy commercial vehicles are required to adhere to Retroreflective Devices – Retroreflectors for Power-Driven Vehicles and Their Trailers as well as United Nations (UN) Regulation R104: Retro-Reflective Markings for Heavy and Long Vehicles and Their Trailers, as gazetted under the Motor Vehicles (Construction and Use) Rules 1959.
JPJ revealed that ongoing inspections and monitoring had found a large number of retro-reflective products in the local market that do not comply with the MS 828 or UN R104 specifications. Some products were even found to be using false compliance markings, such as “MS” and “E-Mark”.
“The use of retro-reflective devices that do not meet these standards can affect the visibility level of vehicles on the road, especially at night or in adverse weather conditions. The failure of these devices to effectively reflect light will reduce the ability of other road users to detect the presence of these vehicles, thereby increasing the risk of road accidents,” the department stated.
JPJ then stressed that vehicle owners, engineering workshops, and body builders of commercial vehicles must ensure they only use retro-reflective devices certified by competent bodies and obtained through JPJ-recognised suppliers.
The department also warned that it would take “firm action” against any party found using retro-reflective devices that do not comply with standards, as provided under Rules 9A and 94 of the Motor Vehicles (Construction and Use) Rules 1959.
Since November 3, 2025, JPJ has increased inspection and monitoring activities at Motor Vehicle Inspection Centres (PPKM) nationwide.
