Logistics Sector Industry Players Briefed on ICOP
Malaysia’s Land Public Transport Agency (APAD) has intensified its efforts to enhance road safety compliance through an engagement session with heavy vehicle operators in Johor, focusing on the practical implementation of mandatory safety standards.
The session, held in Johor Bahru with members of the Johor Sand and Granite Lorry Operators’ Association, brought together 45 operators and industry representatives to discuss the Industry Code of Practice for Safety for Heavy Goods Vehicles (ICOP Keselamatan – Kenderaan Barangan Berat), a key requirement under APAD‘s licensing framework.
APAD said the programme formed part of its ongoing outreach to ensure safety compliance goes beyond paperwork, but is embedded in day-to-day transport operations across the logistics sector.
During the session, APAD outlined its expectations for a comprehensive safety management system, including organisational structure, driver management, vehicle condition, hazard and risk control, systematic record-keeping, and performance monitoring. The agency put particular emphasis on aligning ICOP implementation with real-world operational challenges.
According to APAD‘s official statement, participants showed “strong engagement” through question-and-answer discussions. They also shared on-the-ground issues, which APAD described as a sign of growing industry maturity in terms of safety compliance and ownership. The session also allowed operators to provide feedback on practical constraints faced by the industry.
“APAD expressed its appreciation to the Johor Sand & Granite Lorry Operators’ Association for its close collaboration in organising the session and for its role in mobilising industry participation. Such partnerships are seen as vital in building a safer, more disciplined and sustainable land transport ecosystem in Malaysia,” the agency said.
“This engagement aligns with APAD’s broader objective to elevate safety performance across the commercial vehicle sector, in line with national road safety aspirations and regulatory requirements,” it concluded.
