  the limited pool of qualified and expe- rienced local driv- ers , currently the demand for drivers outstrips supply. It would depend on the transport companies how well they can at- tract and retain new drivers to operate their assets. This, of course, is a good thing as it forces op- erators to improve and become more efficient.

What are the key legislative issues affecting the truck sector in Ma- laysia?

One area where the government’s policy implementation has been particularly wanting is in the area of implementing Euro standard diesel quality in Malaysia. Before Euro 2M diesel was introduced in 2009, there were already Euro 2 engine equipped lorries being used in Malaysia. Unfortunately when the Euro 2M diesel was in- troduced, it came too late as most of the Euro 2 Engines already suffered from mechanical deficiency due to the use of unqualified diesel. The transport industry players had also to contend with fines of RM2000.00 by the authorities due to excessive smoke emission.
Currently Malaysia’s diesel standard is at Euro2M specification. We are at least 2 generations behind compared with our neighbouring countries such as Singapore with Euro 4 diesel quality. Diesel En- gines are now high-tech and super-efficient, which helps the lorry operators to cut down on smoke emissions as well as operating costs through fuel efficiency and extended operating mileage, but we are not able to do so fearing that the Euro 4 lorries will have me- chanical issues in no time.
Another issue is the legislation relating to the ratio of prime mov- ers to trailers for general cargo lorries. Why not optimize one prime mover to a number of trailers? This would benefit the lorry opera- tors as lower investment cost is needed for business expansion. The government is currently making the transport industry invest in prime movers on an imbalanced level.

How successful do you expect SPAD to be in resolving problems in the truck sector?
Anthony Tan
It’s early days yet. We need to give them until next year to see what they are doing. Overloading is one area which we expect them to target, especially those who overload their lorries excessively, which could endanger the public road users.
In times to come, we hope that SPAD will be a body setup to assist and help the lorry operators to resolve problems faced by the lorry operators. One area that we hope to see is SPAD to increase the loading capacity of lorries so that we can be more efficient in trans- portation and distribution planning.

其中一个政府特别想要落实的政策就是在大马实施符 合欧洲标准的柴油品质。在2009年推出欧2M柴油前, 大马就已有使用欧2引擎的罗里。不幸的是,当欧2M柴 油被推出时,已经太迟了,因为欧2引擎已因采用不合 格的柴油,遭受到了机械损害。运输业也因为严重的 黑烟排放而被有关当局罚款2,000令吉。
目前,大马的柴油标准是欧2M规格。和我们的邻近国 家比如新加坡的欧4柴油品质相比,我们至少落后了两 代。现在的新柴油引擎很高科技和超有效率,可协助 罗里营运者通过燃油效率和延长的营运里数降低黑烟 排放和运营成本,但是我们却无法这样做,因为怕石 油欧4引擎的罗里可能会遭受机械问题。
另外一个是有关一般货物卡车牵引机和拖车比例的法律 问题。为什么不优化牵引机的使用?让一部牵引机能使 用在好几部拖车上。这将为罗里业者带来利益,因为这 样一来扩充业务所需要的投资就比较低。政府目前的做 法让运输业者在牵引机方面做了不平衡的投资。

您预期SPAD 在解决卡车业的问题上会有多成功?

这仍然言之过早。我们需要给他们时间到明年为止, 看看他们做了些什么。我们预期他们会针对超载问 题,特别是那些严重影响公路使用者的安全,严重超 载的罗里业者。
在未来,我们希望SPAD 是个能协助罗里业者解决他们所 面对问题而创建的机构。我们希望能看到SPAD 增加罗里 的负荷量,以便我们在运输和分配计划上更具效率。
SPAD将成为一个监管机构,以确保罗里的供应能应付 行业的需求。唯有有诚意和有能力的罗里业者可提供
